Melvin Woods

Melvin WoodsMelvin Woods is President, Rubicon Public Affairs, a public affairs and advocacy consulting firm based in Sacramento, California.

He is retired from Eli Lilly and Company and previously managed Lilly’s lobbying and advocacy activities as Senior Manager of Public Affairs in eleven Western States for more than two decades. Prior to his employment with Lilly, he served as a Program Officer at the Lilly Endowment, Inc., Indianapolis, Indiana.

Mr. Woods holds a B.S. degree from Jackson State University and a M.S. degree from the University of Illinois. He has done further graduate study in the School of Public and Environmental Affairs at Indiana University-Purdue University, Indianapolis, Indiana.

Mr. Woods has been cited in the U.S. Congressional Record (January 27, 2000) for his California mental health legislative leadership activities as well as received recognition from the California Coalition for Mental Health. He is a 1994-1995 member of Who’s Who Worldwide Registry of Business Leaders.

In 2002 Mr. Woods was appointed by Secretary of Health and Human Services Tommy Thompson to a two-year term as a member of the Medicare Coverage Advisory Committee.
